Blymyer Engineers, Inc. provides regulatory compliance and due diligence management services to clients ranging from small local businesses, operating a single manufacturing facility, to nationwide transportation companies, operating hundreds of terminals.

For smaller clients, we can provide turnkey services to ensure compliance with the myriad of complex environmental regulations that affect industrial facilities. These services would typically involve extensive interaction with the government agencies that enforce these regulations, particularly if enforcement actions have already been initiated.

For larger clients with multiple facilities, we can provide support for the client’s in-house environmental department or even assume that function, if needed. Our compliance management services have been developed with the single goal of keeping the per-facility cost of compliance to a minimum while still meeting all regulatory requirements.

UST and AST Compliance Management

Blymyer Engineers, Inc. provides comprehensive compliance management services for underground storage tanks (USTs) and aboveground storage tanks (ASTs) subject to federal or state regulations. We developed a custom database, Terminal Information Management System (TIMS), to track facility and tank information, including required compliance dates. A wide variety of custom reports can be easily produced and used to summarize facility information or guide upcoming third-party testing and other compliance requirements. We can coordinate all required testing or inspections using a nationwide network of qualified UST service providers.

Storm Water Compliance Management

Blymyer Engineers, Inc. has specialized in providing low-cost compliance solutions for transportation-related facilities that must comply with federal and state storm water requirements under the National Pollution Discharge Elimination System (NPDES) regulations. These facilities typically perform one or more industrial activities, such as vehicle fueling, maintenance, and washing.

Our storm water compliance services for the transportation industry include:

  • Preparation of notices of intent (NOIs) for coverage under the General NPDES Permit for storm
    water discharge
  • Preparation of notices of termination (NOTs) for facilities that are closing and no exposure
    Certifications (NECs) for facilities that perform all industrial activities under cover
  • Preparation of Storm Water Pollution Prevention Plans (SWPPPs) using our state-specific
    standardized plan, Clean RunOffTM
  • Training of facility personnel involved with storm water compliance
  • Management of storm water sampling, where required

SPCC Compliance

Blymyer Engineers, Inc. prepares Spill Prevention Control and Countermeasure (SPCC) plans to comply with federal SPCC regulations codified in 40 CFR Part 112. Facilities that store an aggregate volume of 1,320 gallons of oil aboveground or 42,000 gallons of oil underground (excluding USTs subject to federal or state UST regulations) and where there is a potential for oil to discharge to a navigable waterway are required to prepare and implement an SPCC plan. “Oil” is broadly defined in the SPCC regulations and includes crude oil distillates (e.g., diesel, gasoline, kerosene, and lubricating oils), waste oil, synthetic oils, vegetable oils, and animal fats.

Hazardous Materials and Waste Management

Blymyer Engineers, Inc. provides compliance assistance with federal, state and local regulations governing hazardous materials storage and use, and hazardous waste management. These compliance services include permitting and preparation of hazardous materials management plans (HMMP/HMBP), hazardous waste contingency plans (which can be done in conjunction with SPCC plan preparation, if applicable), and Risk Management Plans (RMPs) and California Accidental Release Program (CalARP) plans.

Emission Permitting and Credit Banking

Blymyer Engineers, Inc. provides compliance assistance with permitting of stationary emission sources, such as emergency generators, paint spray booths, gasoline tanks and dispensing systems, with the appropriate Air Quality Management District (AQMD). We can also assist with banking of emission credits for specific air contaminants with the appropriate AQMD.

Due Diligence Management

Blymyer Engineers, Inc. provides due diligence management services including the following:

  • Arranging for a qualified local consultant to perform a phase I environmental site assessment (ESA)
    to appropriate industry standards
  • Providing an independent technical review of the findings of the phase I ESA and appropriateness
    of the recommendations for phase II investigation, if applicable
  • Arranging for a qualified local consultant to perform a cost-effective phase II ESA, if necessary
  • Arranging for additional investigation, if required to assess the extent of subsurface contamination
    identified during the phase II ESA
  • Arranging for additional investigation, if required to assess the extent of subsurface contamination
    identified during the phase II ESA
